Some improvements to the new interpolation method (see #75):

Make sure the from.. methods of the Obs class always return an Obs object (and not a dictionary).
move the logic for interpolation from the observation module to the io_knmi module

Other changes:

make xy a single function argument instead of separate x and y.
remove some caching logic, we should make a general caching method and not add this to single functions
improve notebook for merging observations

@martinvonk, I made some changes to the recently added interpolation functions. I think the functions are as fast as they used to be. Can you check if you agree with the changes?
