The Distribution Parameter should contain the timeUnit attribute #116

Currently the Numeric and Floating Parameter types allow the specification of a 
"local" timeUnit so the Scenario baseTimeUnit can be overriden.

The DistributionParameter type should also allow the timeUnit to be specified.
