Clarification on how defaults behave for Start Events & Intermediate Events with / without PAF data #96

Some BPMN modelling users create BPMN incomplete (non-executable) BPMN models 
and would like to be able to simulate these.  

For example a model that uses Intermediate Message Events but does not contain 
any message flow to trigger these events. 

In Nashua it was discussed how simulators could use the InterTriggerTime to 
drive behaviour:

- No intertrigger time => blocking behaviour 
- Zero intertrigger time => token passed through immediately
- intertrigger time => wait for time delay before triggering.

I want to ensure that we include these into the appropriate document 
(Specification/Implementers Guide).
