We could stand to have a feature to allow someone to request a closed ticket be reopened and provide a form to allow a detailed reason for this to be entered.
The request to reopen should then trigger an email to the developer who closed it.
There should also be a new page with a list of queued requests to reopen that other developers can look at and act on if they choose to, as well as also being able to resolve the request and remove it from the queue.
A ticket where such a request has been rejected should then block the reopen option from appearing again to prevent the endless dance of people requesting reopens for issues which have been reevaluated and will remain closed.
