Allow for donations #168

It would be nice if members and perhaps non members could make a donation to build brighton through the bbms.

For non members this could be a standalone page linked to from the main site which allowed people to make a donation by card/direct debit/paypal.

For members this could be a similar thing but also allow for payments using the balance

For simplicity this should be members only to begin with but built with the thought that it may become available for all
