This is not related to the Settings Page, this should be a service that runs in the AppCtrl on page load and fetches settings regarding the current session, user preferences etc, mock some random settings related to the documentation I sent you.
The service needs to REWRITE the default values in the config.js file, there we also have constants and other things that will be populated by gruntfile, but the .value[s] will be changed with data from the server.
