commaaccent isn't included as a separate glyph because, as far as I know (and I am willing to be corrected) it isn't ever used as a standalone glyph, it is always an accent. So the outline is still included in the fonts (in the Type 1 and CFF fonts as SEACs I think, not sure about the TTF), just no longer as a complete stand alone glyph.
While "commaaccent;F6C3" is a recognizable glyphname mapped to the unicode private use area, it is not a glyphname recommended for new fonts.
Compared to gsfonst 8.11, there is no glyph "commaaccent" in the current urw-base35-fonts release. I currently have no issue with that, but wonder if this intentional.
