Uneven diaeresis ◌̈ in Greek and Cyrillic ranges shows dots at different heights. This includes U+03CA, U+03CB, U+0451, and U+0457. The Latin range does not have this problem. Also other fonts in the family do not have this problem. Therefore, it is probably not on purpose.

This is likely a FreeType hinting issue only in t1.
