Extra window's always on top mode does not work in every game's fullscreen mode. is there a workaround for that? for example : IxSHE Tell https://vndb.org/v21956

Some games have a 'fullscreen window' mode which you should be able to put extra window on top of. If that's not an option, only workaround is getting another monitor. Not realistic to fix.
