[HowTo] Setup a development/testing environment for W-o-W #3

I guess, it would be pretty helpful, if you could write down the used PHP version (plus other dependencies like your other projects?) and a simple instruction, how to setup a simple webserver on localhost, so contributers (like me) could see the effects of their changes.

I'd recommend the readme.md for it. Don't worry about the syntax - I'll adjust and prettify it.

With the latest commit I added the required sources as submodules, thus currently only the database is missing.
