Using the commands from the README fails on GitHub Actions #3

I am trying to run this as part of GitHub Actions. I get:

+ adduser -G abuild abuild
passwd: password for abuild is unchanged
Changing password for abuild
New password: 
Error: Process completed with exit code 1.
