Add `Troubleshooting` section to README #7

Borrowing 'Troubleshooting' directions from: https://github.com/ArgoraTeam/testweave-boilerplate#troubleshooting

I ran into this problem and was slowed down a day trying to figure out why TestWeave.mine() wasn't working; these docker reset instructions solved the problem.
