Leadership skill and Org ranks #199

I think a neat feature would be if having someone in the Rank 1 and 2 of your org with high leadership also gave your org a prestige boost. If I remember correctly having someone with high prestige in high ranks helps the prestige of the org, the same effect could be for the leadership skill.

I support the general idea of being a capable leader making your org more successful.

I question if this is going to overlap with the planned dominion system in some way, but otherwise just a small prestige boost seems harmless and beneficial.
