Add LICENSE file in git root of muvm #94

I notice that there is a LICENSE file provided in the individual crates i.e. crates/krun-sys and crates/muvm.

But there is no LICENSE file in the git root. It would be useful to have that as it would then clearly encompass all the files not in crates/. Right now the files in the git root are quite basic/trivial/essentially cargo related but in the future there may be more stuff here.

A note could be added that the LICENSE applies for all files other than those in crates/krun-sys and crates/muvm which have their own LICENSE, to be even more clear.
