0.13.8 verify problem #1614

If you install 0.13.8 on a clean installation and start registration, after ‘verify’ (activation code) the server for signal-cli gives an error - StatusCode: 400. After a clean installation of 0.13.7 the registration goes without problems.

I got the same problem.
