[X] Add --ignore argument to disable rules
[X] Parse CDATA
[x] Remember line numbers in XML
[x] Many additional Android validation rules
[x] locheck discovervalues should work on /res/ directories
[x] Rename locheck discover to locheck discoverlproj

I ran locheck discovervalues on our Android codebase and verified with our Android team that the errors and warnings are valid.

Once this PR is landed, I'm ready to cut release 0.9. We can go to 1.0 after a couple months.
