Program not starting #1

I clicked on ff-prompt.bat and the cmd just tells me "bin\ffmpeg.exe could not be found". I have no idea what I'm supposed to do. How do I start this program? Thanks!

Edit: I managed to install ffmpeg and made it a recognized environment variable (I'm using Windows 10) But how do I open this program?

Download the compiled binaries here - https://www.ascensiongamedev.com/files/file/26-batch-mp3-to-ogg-converter/

Extract the zip and run the exe and the ui will appear.
