Setup core classes that use meta data events #1

Core classes need to be created that contains a broadcaster and clients.  The 
broadcasters allow the clients to add metadata to the broadcaster. The 
broadcaster updates the other clients of the metadata.  This allow clients to 
decouple from each other and only depend on the metadata that is coming from 
the broadcaster.
