Color code 99 not supported #12

When the "mIRC colors" option is enabled, color code 99 is parsed as 03 and can make text illegible. Code 99 isn't universally supported or understood by all clients, and can mean either transparent or the default color. An exception for this should at least be implemented in the munger if possible.
