Show CTCP requests from other users #21

If the user receives certain CTCP requests, Amassador should be able to notify the user about it in addition to handling it. This feature can be determined by a preference, turned on by default.

Requests to show informational messages for:

clientinfo
finger
time
version
source
os
host
ping
