So just spitballing some ideas on the options. I like the original option concepts, but here’s my spin:
The charmander has passive unlocked but is otherwise normal. This does not affect meta progression.
I also think we could bump the rarity of this event up to Great, even though it’s Forest exclusive. If we stick with the idea of Charmander having its passive unlocked

* Battle the Seismitoad * Boss battle against Seismitoad (has swift swim, passive, adamant nature) * Knows Waterfall, Earthquake, Drain Punch, Ice Punch * At start of the fight it uses Aqua Ring for free * rush Charmander to center, and it will offer to join * Protect the Charmander * Requires one of the pokemon on your team to know moves such as Protect, King’s Shield etc. * You fend off the Seismitoad until it leaves in frustration * rush Charmander to center, and it will offer to join * No battle * Distract the Seismitoad * Requires a move such as Fake Out, Follow Me, etc. * Starts a battle against Seismitoad, but it is confused and has -1 to all stats. * After the battle, rush Charmander to center, and it will offer to join * Have your [fastest Pokemon] take the Charmander * your fastest Pokemon leaves your team for the battle * The Seismitoad is enraged at losing its prey and gets +1 to all stats * Instead of Aqua Ring, it uses Hydro Pump * If you beat this Seismitoad you find a Charcoal for free after the battle * Charmander offers to join your team
I think it's fine to bump the rarity like you suggest, but I'd otherwise not make it too hard by having it get Aqua Ring pre-move and Ice Punch for coverage. It's not a crime to win this with a Grass type. This early the Seismitoad might actually sweep with Aqua Ring and first move (Swift Swim)
Edit: I like the "Distract" (but only decreasing speed by 1 and no confusion) option and the "use your fastest pokemon" (but it only gets +1 to both types of attack) and Hydropumps (no extra charcoal).

Description
You encounter an abandoned Charmander. It is raining and very cold and they are in terrible conditions. it seems the Charmander is not gonna survive the night. You need to quickly help them but you are worried you are gonna scare them away. You go up to the Charmander to help it, but you see a Seismitoad walking up to both you and the Charmander, what will you do?

Explanation/Notes on Design
The event is based off of one of the most famous events in the anime where Ash saves an abandoned Charmander, while it is based off of that it's still trying to move away from just making a 1 to 1 copy of that event.
The thought behind the event go as follow, give the player a possibility to gain one of the starters near the start of a run by beating a hard fight. The fight is against a Seismitoad for mainly three reason, they have swift swim making it an hard fight during rain, it is a pokemon that realistically could be seen in a forest, and the forest is very filled with grass types and one of the most popular counters to grass is fire which Seismitoad heavily counters.
The wave count is this restrictive because it is supposed to be an early game event and evolved Seismitoad might be tough.
