Description
You approach an area of the lake that seems... putrid. The water seems contaminated and you can't imagine most lake Pokémon being able to live there. You begin to get away when you feel a presence. That presence, that you've felt before, watching you.
-- Player goes "!" - Suicune's silhouette flashes quickly through the player's screen, from right to left, then from left to right. Then, Suicune's sprite loads.--
The rare Beast that you've sensed before, the same Pokémon that lead you to the abandoned Shinx, Growlithe and Buizel.
It's right in front of you, floating on top of the water, emitting an aura that slowly purifies and cleanses the lake. After doing its job, It looks at you intently.
It's Suicune. And it seems like it has decided you are a worthy foe.

Battle. Winning adds Suicune to your party. Counts for meta progression

Start of combat: Suicune uses Aqua Ring and Scald
Setup 1:
Moveset: Surf, Ice beam, Hurricane, Calm Mind
Ability: 50% for HA
IVs: Each IV rolls three times and picks the highest.
Items: Leppa Berry x1, Lum Berry x1
Rewards: Guaranteed Mystic Water in rewards.

Suicune has 7 shield bars and is omniboosted.

Unlocks achievement "The Legend of Water- Defeated Suicune at its strongest"
Rewards: Guaranteed 5 master-ball tier items. Equip x1 Mystic Water on each team member.
Explanation/Notes on Design
At the moment, it is a forced encounter as I assume that it would be clear to the player at this point that they are chasing one of the three Legendary Beasts.
Option 1 is easier and captures Suicune on winning.
Option 2 is considerably harder and unlocks an achievement, as well as gives a big boost to that run in the form of "pick whichever masterball item you want", more or less. This one is designed to only be beatable by well-prepared players.
