Only minor nitpicks about the “lore” of the encounter here. I don’t think there’s much reason for there to be a machine, as Castform can create the weather effects on its own. Maybe instead it could be more like:
“You encounter a Castform that seems curious about your pokemon. Or perhaps it’s just hungry for some food?”
options:
Maybe we could also add an option to recruit the cast form, by battling it or by casting a weather move of your own
The machine is there to explain why the Castform can suddenly inflict the harsh sunlight / heavy rain / strong winds weather. But, it could be handwaved by saying the Castform was extra pumped up

Description
The player encounters a Castform with a strange device that will change the biome's weather to a different one in exchange for a berry or one move's PP. This could lead to the weather changing to a beneficial, neutral, or negative one for the player, but I believe that this helps add to a rogue-like's risk calculation aspect.
Example Case 1: A player is in the Forest biome and it is raining, weakening their fire-type counter to the Pokemon of that biome. They can change the weather to most-likely acquire a weather that does not weaken their fire-type moves to the Pokemon, making progress easier.
Example Case 2: A player is in the Seabed/Ocean/Biome (no weather) and is somewhat struggling with the encounters there. They could take a risk and change the weather to a possibly more beneficial one, risking the 23~% chance to change the weather to Rainy(20%)/Heavy Rain(3%) and strengthening the encounters there.

Explanation/Notes on Design
I think that this would be a good encounter that involves some level of risk calculation but doesn't alter the odds dramatically in terms of gameplay + is unrelated to items / stats. Battles will still have the same level of difficulty + weather/terrain is only one aspect of battles. A fire-type may have an easier time in a biome without the rain, but it may have to handle Chlorophyll-boosted opponents instead. In addition, this resulting weather will be reset with the next biome.
