[ ] Haggle with the Grunt (optional but I think it's funny the player can start negotiation for the incarceration of these cuties)
50/50 to earn even more money or trigger the fight.
Does not unlock following encounter (even if it triggered the fight).
I think this may not be a good idea to significantly wave gate Rogue encounters, even if they are part of a chain. I understand gating to wave 150 maybe though.
This should not be a Rogue though, this should be a Common, and we can play with the follow-up roll odds of the following parts:
Part 3 is essentially Rogue due to the extra steps, but the kickstart Event shouldn't be. Otherwise this would be competing with Dark Deal and feel super bad to roll into imo. Since it's also 3 parts and Common, that's why I thought to cap it much lower.
TLDR: if it's part of a chain, it doesn't have to be Rogue, even if it eventually leads to a legendary

You spot a rare Pokémon as you are about to enter a small town. You can't see exactly which Pokémon it is, but you run towards it to find out. As you approach, it backs off, and so a chase ensues, with the Beast Pokémon eventually leading you a cardboard box on the ground and... disappearing.
Sounds from small Pokémon catch your attention, and when you look down you spot a Shinx, a Growlithe and a Buizel playing together. The cardboard box has a text written on it: "Please help us find a home"
You're about to step over to help them, but a Grunt from an Evil Team steps in and tries to take the box. "Look, I also don't want to do this, but it is work. I'll pay you a bit if you look the other way".
