Can confirm as it happens with Vampirism. When a vampire becomes a vampire and chooses to have red vampire eyes with or without glowing effect. The effect appears to be very random. Sometimes it works. Sometimes it straight up doesn't, sometimes it does at certain angles. The vampire eye layer seem to be an emissive render layer so the same effect is probably happening here.
What happened?
The Glowing Eyes mod, which uses a RenderLayer to draw a non-light dependent texture on the player, breaks in several ways. I have gotten reports of it:
