Fix all Alliance quests Fix overspawns and other various issues

Tests performed: (Does it build, tested in-game, etc.) Compiled, tested with 2 characters

Hi Traesh,

Only 1 hack.

This has an onclick pickpocket to get the quest item, it will not work even though i added the pickpocketing columns.

So you now kill the npc to get the item via corpse looting.

As usual, make any changes you deem necessary.
