Describe the bug The feared player becomes able to move during fear after a few seconds, then unable to move again for a few seconds

To Reproduce

1. Cast fear on another player
2. after a few seconds the enemy player can move for a few seconds

Expected behavior Player should not be able to move at all during fear

Criticality [ ] Low to medium

Additional Context Not sure if its just Warlock fear yet or all fears, will post a comment once I find out
