I second this question. I have 3 "marked out of date" packages from the AUR amf-amdgpu-pro lib32-vulkan-amdgpu-pro vulkan-amdgpu-pro
It seems, HIP is not enabled in Linux versions of Blender yet, so HIP support in 3.0 might be Windows only, if I read this correctly:

It says (Linux support is expected Q1 2022)
at the end of the second last paragraph before the download buttons.
Also not sure if you actually need this driver for ROCm and therefore HIP to work? the ROCm stuff might be enough? ( this does not change the outdated-ness of the driver packages, of course ;) )

Are you going to update this for the new AMD 21.40 driver? I believe I need the updated driver to use AMD HIP acceleration in Blender 3.0 on Linux.
