The global menu bar format is being worked on

with commit 6db180b77723f2ef62f0cb1170f76875a3d4da18 there is now a menu, however it still has one more javascript feature to be implemented and some css before the final debugging stage will begin. The menus are written in XML. Visit the Global Menu XML Design wiki page to learn more about how to create them

commit c68fcee2c77c40f34257e6981e35ae989aba35e2 officially fixes this bug, there is a working global menu bar, however it is not styled yet. but that is a challenge for another time or another person.
