[Enhanchment] Cookie for open and close #42

It would be nice if the 'open' (or close status for that matter) would be 
remembered by a cookie, so 
if you 'close' the debug bar, it won't be open automatically on the next page, 
only until you 'open' it 
again, and vica versa.

That has already been implemented. If you continue to experience this issue, 
please file a new report with complete details on what version of ZFDebug you 
are using and what browser and OS.
