r144 - scrollbar not visible until resize handle is used in opera 10.50 #44

When user opens debug bar (eg. database bookmark) and has more queries that 
could be shown in the window - no scrollbar is visible until you use the 
resize handle. The problem reoccurs if you collapse debug bar and refresh 
window.
Resize handle cursor is not present in Opera 10.50.
There is no way to collapse debug bar into side of the screen, as it was 
possible in previous 1.5 version.

Happens in Safari too. I'm investigating a way of making the browser 
recalculate the height of the overflow div
