Create Cake build script for CodingMilitia.PlayBall.Shared.StartupTasks #22

Probably overkill for the project current complexity, but to make it consistent with future developments, let's create a Cake script for CodingMilitia.PlayBall.Shared.StartupTasks, considering it should:

build the project
test
create NuGet package
publish NuGet to private feed

The project is still empty, but sure, this can be started before :)

FYI, I played a bit with Azure Pipelines, and the way to implement the NuGet publish to Azure Artifacts is apparently different from the other possible targets.

I'm still figuring out things in this other project.
