Localize server returned error messages #17

Error messages that are returned by the server are not localized to the users chosen language.

Mediawiki 1.29+ allows for an error language to be specified for error messages, use this to localize the error messages..

Mrdiawiki sites with a version < 1.29 should still be supported.
