Prioritize local holdings in search results #2045

Need to allow control over the format boosting for e-content (which is default high), so that libraries can have control over it.

This should be renamed something more indicative of what the fix will actually be. It may also need to be split for all the different eContent sources unless the plan is to tackle them all at once.
