Vehicles exploding on spawn workaround needed #11

Due to a known RAGE MP bug in version 1.1.x, a workaround to prevent vehicles from exploding on spawn under certain streaming and location conditions needs to be implemented.

This appears to have been in inadvertently fixed in a recent update to RAGE MP.
