Address vehicle.engine independence from driver issue #23

Due to a known bug in RAGE MP, vehicle.engine does not properly operate fully independently from a vehicle's driver when entering or exiting a vehicle. A workaround for this needs to be implemented.

This may also affect the custom radio station turning on and off if fixed. (Will need to be researched).
