Spawn remaining emergency vehicles, and begin spawning of other vehicles #26

The remaining emergency vehicles for the map need spawning, and other vehicles for player use also need to be spawned after.

SAHP, LSPD, LSFD, FBI, FBI Police, and the various miscellaneous agencies throughout the main Los Santos "city" area are set. Davis FD still needs to have its liveries and database information fixed, per Asshat-Gaming/rmp-rp-issues#27. Areas outside of that vicinity still need to be set up.
