Add vehicle fuel functionality

Vehicle fuel functionality needs to be added.

• [ ] Implement vehicle fuel gauge and levels.
• [ ] Add fuel station support.
• [ ] Create support for both fossil/jet and electric fuel types.
• [ ] Add support for "hybrid" vehicles.
• [ ] Ensure vehicles that should not have fuel levels do not display them. (For example, bicycles and trailers).
• [ ] Add fuel canister support.
• [ ] Implement mapping and/or scripting items and functionality for fuel stations.
