Unoccupied vehicle death respawning workaround needed #8

Due to a known bug in RAGE MP, a workaround to properly respawn unoccupied vehicles that die needs to be implemented.

This seems to have been inadvertently fixed during a RAGE MP update, however has introduced a new issue where vehicles immediately respawn as the "default" model when they shouldn't.
