Move CI testing to Github Action #20

TravisCI.org is shutting down on the 15th of June. It also no longer seems to be processing updates to the github repos.

This seems like as good a time as any t revisit the CI and possibly move it to the github ecosystem via the github actions tab.

Before we release any major changes, (i.e. XiLam for Spec etc) we should get the CI working here on github.
