Explanation
Basically, all hardware controls that do not have a quick settings toggle are sorted up. To be accessible fast in this menu.
Localization settings are done during setup and the sync clients are readily usable. So related settings have been sorted down in priority.
Wallpaper, Watchface and Launcher gallery's in one block sorted up since user liekly switch those frequently. Located close to the nightstand which is also watchface related.
Bluetooth and usb last, since thay have quick toggles and are usually not translated, which looks awkward when sorted between localized glyphs.
