Clean up dead projects #4

It's possible for sites to die and go poof.

Detect this and automatically clean them up.

Maybe a tiered system:

  1. Serve stale date
  2. Remove entries, so it no longer appears in search results
  3. Remove project, establishing it as permantly dead.
