immport-galaxy repo Get FCS headers is newer than the one installable over the toolshed #81

Tool https://github.com/ImmPortDB/immport-galaxy/blob/master/tools/flowtools/fcs_tools/getFCSheaders.xml in the immport-galaxy repo is newer than the same tool available from the Toolshed, so it needs to be added here from there.
