Update egui to 0.27.2

Description This pull request updates egui to 0.27.2. Also updates winit from 0.29.11 to 0.29.15 because winit 0.29.11 has been yanked, and also removes a workaround for an egui_dock bug that has been fixed in egui_dock 0.12.0.

Testing The changes in this release mostly affect the web version of eframe, so I've tested that the map editor and item editors still work properly in web builds.
