Added the new Spatial registry contract

The flow consists of three contracts,

RegistryFactory.sol: Generates a spatialRegistry to be used by a data-provider (organization)
SpatialRegistry.sol: Spatial registry the holds spatial assets.
Coordinates.sol: Provisional contract, created by the registry, that stores all coordinates belonging to a registry.
