Adding APOGEE/Milky Way Mapper/Gaia data

Include new data sets of APOGEE/Milky Way Mapper and Gaia (and other Galactic survey dataset?)

Goals and deliverable

Building astropile datasets with APOGEE/Milky Way Mapper (high-res stellar spectra) and Gaia (include low-res spectra/epoch photometry on top of 3D position and 3D velocity). Once we did that, we can think about adding other public Galactic survey dataset like LAMOST.

Resources needed

familiarity with astropile format, Python/SQL/astropy
