Describe the bug
In pipe27 you can rotate the centre laser but in pipe 30 you cannot,
To Reproduce
Steps to reproduce the behavior:
1.Go to Hydro Debug level
Go to pipe 27,
select new ring until none is lit up
use a&d to rotate laser
Expected behavior
Either in pipe27 you shouldn't beable to rotate centre laser or you should beable to in pipe30

May be wider spread, but this is the first time I noticed I could rotate a laser in the centre
