check schematron- all caps is correct

Can't even remember what this was about- can you try validating a standard Gemini 2.3 record and checking for the status of the INSPIRE conformity element?

Seems to be fine- it validates in both sentence case and all caps. In fact https://github.com/AstunTechnology/iso19139.gemini23/blob/4.2.x/src/main/plugin/iso19139.gemini23/schematron/schematron-rules-GEMINI_23-v10.sch#L816 says either way is fine!
