[server] Batch download

Download simulations an hour after they're scheduled to have been run. The observed publication times on THREDDS vary from 30-45 minutes after the run time.

Adaptive scheduling will come later.

[server] Add an additional assertion in a test

Make sure we're not blocking a partial response while we download an update.
