@gkapfham The current state of the PR is the resolution of Issue #3. I have adjusted the title to reflect this.

Hi @boulais01, I still can't tell what "Resolution Through File Addition" means. Also, normally we do not specify the issue and its number in the name of the PR. Can you pick a name for the PR that fits better to how this PR will change the repository once it is merged?

Looks good to me on adding the policies, documentation and templates. It just has to be sure that everyone could find all these documentations easily so everyone are able to follow all the guidelines.
